This policy brief focuses on local conflict prevention and peacebuilding options in Iraq to complement other policy briefs such as the International Crisis Group's recent "After Baker Hamilton" report.

We feel the impact of global insecurity when we fill up our cars with gas, when we travel, when we invest in the stock market.

Every week, weapon's manufacturers lobby Congress. Consequently, the U.S. spends over 50% of our Federal Budget on defense. We’re spending more than $60 billion on big weapons while other important security threats get shortchanged.

Security threats like the extremism and desperation that leads to terrorism, global-warming induced weather changes, and health dangers like the Avian Flu receive far less attention. We invest less than 5% of our Federal Budget on programs that prevent these security threats.
